- Modern international mobilisation to protect tangible cultural heritage arose from twentieth-century concerns about the wartime loss of cultural treasures (Brown 2005: 41) and international disputes in specific cases such as the one between Britain and Greece about the return of the Elgin marbles. International conventions introduced the concept of ‘cultural property’, concerned with its protection and trade. This was accompanied by what has been referred to as an emerging ‘discourse of monumentality’ (Smith 2006: 109), reflected in the Convention for the Protection of the World Cultural and Natural Heritage (the 1972 Convention), which defined cultural heritage as ‘monuments, groups of buildings and sites’ of ‘outstanding universal value’ to be protected as the ‘world heritage of mankind as a whole’ (1972 Convention, Preamble).
